Capacity Building of PRIs (Panchayati Raj Institutions) in Orissa - Project Dakshyata

NIPDIT Selected as District Partner NGO for Kandhamal for implementing the capacity Building program for PRIs. Project Dakshyata aims at capacity building of PRIs (Panchayati Raj Institutions) – the local elected government - in Orissa. This Project is a joint endeavour of Panchayati Raj Department, Government of Orissa and UNDP. It is implemented by the State Institute for Rural Development (SIRD), Orissa, partnering with selected NGOs at district level .

The project aims at developing a capacity building vision and policy for the PRIs in Orissa, and focuses on bringing about a behavioural change among the elected representatives and government officials at the grassroots for good governance.

 
Project Objectives
To acquaint PRI members with various procedures and processes of handling the PR structures and systems in Orissa as per the Constitutional provisions and various programmes of the government.
To provide PRI members with necessary information, knowledge, and skills in an easy and simple manner to plan, implement and manage various rural development programmes.
To provide appropriate and necessary training to different stakeholders for improved governance through inter- and-intra-institutional coordination.
To design a need-based, simple and comprehensive training programme for different stakeholders of the local government.
 
Partnerships with SIRD Implementation
The State Institute for Rural Development (SIRD), Orissa trained nearly 100 state level trainers and 400 district level trainers to conduct training programmes across the State. Standardized training material and user-friendly kits for trainers and trainees have been developed along with need based training methodology. Training for PRI members and functionaries are decided to impart on the following modules:
Rule and Role clarity and Responsibilities of the PRIs
Rural Development Schemes in PR Department
Social Welfare Schemes and other Line Department Schemes
Financial Accounts and Management
Transparency and Accountability

Initially the program titled “ Rule and Role clarity and Responsibilities of the PRIs” continuing . around 400 PRIs are trained covering 30 GPs of 3 blocks of Kandhamal District. The program conducted in NIPDIT training center CHETANA , Dadaki ,Phulbani and Education Resource Centre Malerimaha, Paburia , Kandhamal.
