Disaster Preparedness & Management

NIPDIT operational areas are mostly located in hilly and tribal pockets of Orissa. So, we have been continuously working in Drought Zone since 2 decades. In 1999 Super Cyclone, one Disaster Management Center was opened by NIPDIT at most severely affected district Kendrapara where we approached with both short term and long term measures. The major focus was livelihood restoration programs for cyclone victims. In this program broadly two kinds of stake holders were covered i.e. Small & Marginal Farmers and Rural Artisans.

In Drought affected zone, our focus has been for soil, water & land management through creating water harvesting structures, check dams, percolation tanks, land development, seed and grain banks, nursery and plantation activities, watershed management etc. Our major programs in drought zone are 1. Drought Action Program, 2. Composite Agriculture Development Program, 3.Watershed Management 4.Collective Action for Drought Mitigation 5. Micro finance etc.

Besides NIPDIT along with it's alliance NGOs and POs address the emergency situations by way of providing rescue and relief to the disaster victims and initiate rehabilitation measures for most affected families, educate the people in disaster prone areas on self preparedness and management, take up research and study on the issues relating to disaster and initiate advocacy effort for increasing accessibility of government provisions / support to the most affected areas/people.

 
In asserting the community/people’s right over the resource base and promoting sustainable livelihood practices, NIPDIT has emphasized disaster preparedness & management. NIPDIT has acted with alacrity whenever disaster has struck the people of the state, even beyond its operational area. Following emergence of disaster as a separate sector, the emphasis has been on formation of community-based disaster committees, participatory planning & making disaster mitigation a common theme across the sectoral interventions.
 
Formulation of District Disaster Plan
Coastal belt of Orissa experiences natural disaster like Flood, cyclone & drought. The tribal districts of the state experience flash floods, viral-fungal infections, food contamination & drought ( agricultural & NTFP) that hardly gets attention it deserves. In this context, NIPDIT has strived to address the issue of disaster in tribal areas through its Disaster Preparedness & Disaster Management Program involving representatives of government, NGOs, PRIs & CBOs. DPDM has the following objectives.
 
Focus on local level disaster risk management at Block/District to promote involvement of govt. administration, PRIs and strengthening their capacity for vulnerability reduction through decentralized planning.
Community ownership in disaster risk reduction
Capacity building of the representatives of NGOs & CBOs on disaster preparedness & disaster management
 
Some of the key interventions undertaken by NIPDIT have been
Organization of 2 Training of Trainers (ToT) programs covering 72 participants from 13 district.
Development of standard framework for preparation of DPDM plan
Formulation of 78 block level DPDM Plan covering 7 districts
Supporting RRC on preparation of Alternative State Disaster Policy through organization of consultation
organization of \District level DPDM Plan Sharing Workshop in Boudh, Sonepur, Kalahandi & Keonjhar district
Orgasnization of district level Alternative State Disaster Policy Sharing Workshop in Sundargarh, Boudh, Jharsuguda, Ganjam, Bhadrak, Malkangiri & Nawarangpur.
 
Collective Action for Drought Mitigation (CADMB)
Collective Action for Drought Mitigation (CADMB) is being implemented in 26 drought prone villages of khaprakhol block. Central Drought Action Committee (CDAC) and Cluster Level Committee (CLC) are built upon the grassroots organizations like village Drought Action Committee (VDAC). Besides these, institutional mebhanisms like Yojana Kendras have been established for information dissemination and integration of beneficiaries with welfare provisions and block level Circle Information Resource Centres (CIRC)

Training on agriculture development, land rights, formation & nurturing of SHGs management of Gram Kosh, Grain Bank are held for capacity building of the community. Regural meetings and training programs are organized among the focal group members for running the REFLECT circle, an innovative process that contextualize in the socio-economic condition of the people.

Collective actions have been taken up on minimum & equal wage, health rights, education, MFP, liquor prohibition community rights over resources etc. Identification of migrant families, awareness creation, and provision of support for income generation ( land ?& non-land based) are ongoing program/activities of the project.
DPDM & Ensuring Secured Livelihoods

Disaster Preparedness & Management Plans have been prepared in all the 48 GPs of the operational areas. In the GP level plans demographic details, socio-economic profile, frequency of disaster, resource mapping, physical and social infrastructures including their effectiveness in contributing to disaster preparedness have been taken into account. A model of community based initiative for disaster mitigation has been established in Khaprakhol block of Bolangir. In the block, GP level disaster preparedness & management plans have been prepared in all the GPs. A model disaster proof & low cost house has been constructed in the premises of the project office, bolangir.

GP level disaster management committees have been formed involving both men & women and they have been given orientation on disaster preparedness and management. Members of the PRI and village level & GOP level govt. officials have also been involved in the GPDMC. Similarly, Block level DMC has also been formed.

Land development support and support for construction of house have been provided to the affected households in flash flood. With the formation of community disaster preparedness & management committees plans, activities & supervision have been undertaken by the community.

 
Outcomes
Rehabilitation of 550 super cyclone affected households, 3300 families supported for land development, resource mobilized for housing support to 348 HHs
Disaster migration reduced by 42% in the operational areas
Establishment of linkage between sustainable livelihood approaches & disaster mitigation
 
Creation of community organizations for long-term & short-term response to disaster mitigation & management.
