Institution Building ( Organization & Community)
Institution building, its growth & strengthening the base as a player of development & equipping to face the developmental challenges has been one of the major aspects of NIPDIT. In the passage of time, revived the defunct community level institutions & enriched their skills for effective management. Redefined Mission, Vision & Intervention in consultation with the Mission, Vision statement of the People’s Organizations & developed process & progress indicators in terms of program adopted in due course.

Once again, re-worked on long term perspective plan to establish backward & forward linkages among objectives, process & activities including coherency and consistency. As a step towards Human Resource Development made attempts to strengthen its base through working on HRD Policy & renewed the structure, scan the gender intervention looking into the larger interest of its mission & participatory management

The changing role of NIPDIT:
In the context changing role, the phase out process of POs at various levels have been completed giving necessary independence to the POs in terms of financial management and decision making. Earlier role of NIPDIT in these matters have been reduced to providing quality support, guiding and monitoring than implementing program. NIPDIT has been instrumental in bringing about improvement in participation of work plan at POs, ASSK, AMS level .
Rapport building has been the primary strategy since the inception of the program even before the POs came into being under the present structure. VLOs at village level are expected to deal with issues through pressurizing and negotiations on their own, by utilizing the expertise of their leaders.

All issues are addressed and solved at all levels as much possible. Larger issues are brought to AMS level and solved through lobbying. The understanding is that the decisions are arrived upon in a participatory manner and the AMS leader do not dominate.

Several system have been built into ensure close linkages of the POs and AMS with the VLOs and the villagers in general. Similar frame work is also exist in ASSK level. Thus, the approach to perform is built in. Since NIPDIT is steering the process of transformation but in principle, the decision making powers are transferred entirely to the AMS & ASSK functionaries. NIPDIT has been making sincere efforts to enable the POs/AMS/ ASSK to take up their own decisions on several matters and able to establish a horizontal relationship among themselves.

About AMS
Objectives :
Identification of the existing area issues with the cooperation of VLO,CLO and ASSK & protection of self interest of the schedule castes, scheduled tribes, landless, rural artisans, women and other weaker sections of the society so as to enhance their unity, leadership and managerial ability.
Protection of area resources through collective effort and establishing relationship with Panchayati Raj keeping control over land, water and forest according to Act. of the Constitution.
To, reduce women related issues like atrocities through VLO and CLO along with imparting women education, rights on PRI, priority on women leadership and to develop the socio-economic and political condition of the area through organised movement & campaign programs
Federation Structure :
All the members of VLO/CLO/ASSK are the general body members of Federation.
All the EC members of the CLO and ASSK are the Advisory Committee members of the Federation.
The Advisory body of the Federation will elect/nominate the executive body of the Federation.
Composition of the Federation Executive Body Members :
What should be the number of members in the executive body of Federation will be decided according to the number and status of the CLOs of their respective area e.g.

From each CLO 1 M + 1 W = 2
Local Staff 1 = 1
From ASSK 1 M + 1 W = 2
VFPC Federation 1M + 1 W = 2

Ratio of Membership Collection :


Each member of the VLO will contribute Rs.20/- per year. The members subscription will be divided according to following criteria.

Function of the Federation
General Body :
All the VLO/CLO,ASSK and VFPC general body members are the
Members of Federation. It will sit twice in a year and approve the planning and analyse the activities of Federation.
It can formulate new norms and can amend.
It can approve the advisory body and executive body of the Federation and can dissolve the same.
In every general body meeting, priority can be given for the decision which will proposed by the women.
Advisory Body :
All the executive body of the CLO and ASSK are the advisory body of the Federation.
It can formulate the executive body of the Federation.
It can suggest the policies for the Federation.
It can analyse the functions of the executive body of the Federation.
Meeting : Quarterly once.
Executive Body :
The number of members in the executive body is depending on the numbers of CLO/ASSK and VFPC.
Meeting : Monthly once.
The tenure of the executive committee is for 3 years.
Role of the Executive Committee
PME : Monthly, Quarterly and Annually.
Execution of the activities of the federation.
Facilitate the CLO and VFPC activities.
Supporting ASSK on implementation and conflict resolution.
Analyze the activities of the Animators.
Record keeping and documentation.
Financial power.
Features and functions of Federation
It a Federation basically based on membership subscription and local resources.
It may be registered under Orissa States Trade Union Act.
The main activities consist of 3 aspects.
Organisational activities.
Development activities.
Economic activities.

All the organisation and issue based activities relating to local issues affecting the livelihood and Human Rights of the local people will be dealt by the Federation the process of movement on the basis of priority.

The development activities will be facilitated by the CLOs with the support of ASSK.
The economic activities will be dealt by ASSK.



Major activities of the Federation
To strengthening the VLO,CLO,SHG & ASSK.

Getting rights on liquor, wage, MFP, land, migration, displace migration and securing rights on lend, forest and water along with PRI,Lobby/Advocacy activities.

Capacity Building Measures
Capacity building measure at various levels of the organization has been one of major thrust areas of NIPDIT. During the past 20 years it has imparted to enhance the capacity of the VLOs, CLOs, ASSKs and AMSs members/ functionaries on the basis of need. Likewise similar effort has been taken over the period to enhance the internal capacity of NIPDIT in the direction of coping up with desired change in the approach.

Qualitative Achievements
VLOs are doing their job in village level like problem identification & common action, fund raising, activising Palli Sabha & Gram Sabha, accessing to the Govt. provisions & resources, managing village resources & protecting forest etc. They are actively involved & participated from VLO to Dist. level, prioritizing on women leadership in decision making, liquor prohibition, BPL identification, landless identification, securing PDS etc.
The CLOs are independently working on common action program, area level problem identification & addressing the same, implementing various activities on area/ GP level issues including PME, capacity building, fund raising for people etc.
AMS level Bi-laws have been prepared on joint responsibilities between VLO-CLO-ASSK-AMS. Apart from this preparing area level planning, prioritizing on PO’s sustainability, Priorities on common action on livelihood issues and enhanced collective decision making ability and freedom of POs & AMS
Identified and mobilized local resources for POs sustainability. Facilitated role clarity and effective communication between various level of organizations.
Viable withdrawal strategy has been prepared and made available. The POs have understood the importance and internalized the mission and vision.
Developed leadership among CLO, ASSK,AMS,VFPC key persons. Increase in membership, increased in women representations along with participation of women at all level of struggle on area level issues.
All the target people from different institutions involved in different movements under social issues like forest & environment, NTFP, Kendu leaf, liquor issues, land entitlement, land to landless, displacement issues, Lease issues by the companies, salt movement, PRIs, PDS/ BPL issues, migration, women related issues, right to education, food security, human rights etc.
